Points Based System: Tier 4 - Consultation
The Government published the Command Paper, 'A points based system: Making migration work for Britain', on 7 March 2006. The Command Paper sets out the Government's proposals for the introduction of a new 5-tier Points Based System (PBS) to replace the myriad of routes and concessions to work, train or study in the United Kingdom, which are provided for under the existing Immigration Rules. Overseas students wishing to study in the UK will enter under Tier 4.
Under the PBS, all Tier 4 students will require a certificate of sponsorship from their sponsoring institution. This will carry great weight in the entry clearance process- as a proxy for both intention and ability to study. In order to be satisfied about the bona fides of sponsoring institutions, the Command Paper proposes the introduction of a mandatory accreditation requirement for all education providers wishing to bring international students into the UK.
Draft criteria for what might constitute appropriate accreditation for this purpose have been produced and the following questionnaire seeks the views of all education establishments on their suitability:
