A Review of the Rehabilitation of Offenders Act 1974
The Rehabilitation of Offenders Act is now 25 years old. The sentencing framework and its application has changed considerably since 1974. The terms of reference of this review are: "to review the scope and operation of the Rehabilitation of Offenders Act 1974 (including the Exceptions Order and how it works). To consider whether it adequately achieves the policy goal of reducing crime by facilitating the rehabilitation of offenders and the protection of the public, or whether any other arrangements might better deliver this objective."
