New measures to control prostitutes' cards in phone boxes

The sight of phone boxes covered in cards advertising sexual services is increasingly common in some parts of the country. These cards are a nuisance and the Government is determined to enable effective action to be taken against those involved in placing them. The first part of this consultation paper considers three options for tackling this problem, two for a new criminal offence, the third for the provision of a new civil remedy to tackle the nuisance of prostitutes' cards. We also discuss enforcement of any new offence and the penalties available on conviction. Part two lists specific points relating to these issues on which the Government would welcome views. This document does not address the wider issue of prostitution as a whole.
