CRIMINAL RECORDS BUREAU - Reform of the Disclosure Process
In September 2002, the Home Secretary appointed an Independent Review Team (IRT) to examine the Criminal Records Bureau (CRB), its processes and performance and to make recommendations for changes designed to ensure that it operates more effectively and efficiently in future when making criminal record checks.

In September 2002, the Home Secretary appointed an Independent Review Team (IRT) to examine the Criminal Records Bureau (CRB), its processes and performance and to make recommendations for changes designed to ensure that it operates more effectively and efficiently in future when making criminal record checks.

The Independent Review Team (IRT) was convened to review the CRB's strategies and operations following six months of operations. It was to recommend measures to achieve a step change in performance in terms of turnaround time, output volumes, efficiency and accuracy. The ultimate aim of this would be to realise the CRB's objectives to improve protection for children and vulnerable adults, while avoiding creating undue barriers to speedy and efficient recruitment.

On 6 September 2002 I announced the appointment of an Independent Review Team, led by Patrick Carter, to take a fundamental look at the operations of the Criminal Records Bureau. In particular, the Review Team was tasked to support the CRB management in the short-term and to identify necessary longer-term changes in the way the CRB operates to ensure that it can deliver its twin objectives of providing greater protection for children and vulnerable adults whilst ensuring that the Disclosure process does not act as a bar to speedy recruitment
