The Regulation of Investigatory
Powers (RIPA) Act
Consultation
On 18 June 2002, in response to
widespread public concern, the Home Secretary withdrew a
draft Order laid before
Parliament adding public
authorities to the access to communications data
provisions of Chapter II of Part I of Regulation of
Investigatory Powers Act 2000. The Home Secretary announced
that public discussion would take place before new
proposals would brought before Parliament. He also
called for a broader public debate about how to strike
the balance between the privacy of the citizen and
society's legitimate need for measures to support the
investigation of crime and to protect the public.
Taking forward both these issues the
Government published a consultation paper on 11 March
2003 with a request for comments by 3 June 2003.
