The commercial section of the identity cards web site provides information that will be of interest to potential suppliers of products and services for the identity cards scheme.

Until the announcement of a formal procurement via placement of a notice in the Official Journal of the European Union (OJEU) the identity cards programme is interracting with suppliers through "market sounding". This is the process of assessing the reaction of all potential suppliers to a proposed requirement and procurement approach, and is recognised as best practice in Government procurement. Whilst market sounding our team will want to speak to many potential suppliers regarding all aspects of the programme. We have been running an events programme, details of which can be found below.

A supplier information form is available for download. This form can be used to express your interest and views on the scheme as part of the market sounding exercise outlined above. This is our preferred mechanism for receiving supplier information since its structure and format makes the information supplied more readily accessible by the programme.

Events Programme

In recent months a series of open market sounding events have been run in association with Intellect, a major trade association of the ICT industry. These events have focused on the topics of Consortia, Verification, Application & Enrolment, and Security. Further events are planned for 2005 details of which will be announced in due course.

Summary of recent events:

Consortia - 22 September 2004
This seminar discussed issues concerning formation of consortia or similar commercial vehicles for delivering and operating an identity cards scheme. In particular, the relationship between prime contractors and "Small to Medium sized Enterprises" (SMEs)was examined together with the advantages, disadvantages and risks associated with a variety of potential procurement models.

Verification - 14 October 2004
This seminar sought to examine the processes, technologies and infrastructure requirements for organisations that would need to check identity against the ID Card, National Information Register (database) or both.

Application - 16 November 2004
This seminar focused on the issues surrounding the process of application and enrolment. Specific areas of interest included: Channels ‘to market’ and efficient forms processing; Use of decision support systems; Biometric enrolment issues; Systems interoperability; Adaptation of "configurable off-the-shelf" packages.

Security - 10 December 2004
This seminar outlined the need for security and resilience in the identity cards scheme and challenged industry to consider how it will respond to meeting the requirements of delivering a cost-effective, reliable, robust, easy to use & maintain 'system' that meets government Information Assurance requirements appropriate to the threats that such a system is likely to encounter.
