The following note sets out the technical details of how the Public Service Agreement (PSA) for HM Treasury, published in the 2004 Spending Review Public Service Agreements 2005-2008 (Cm 6238, July 2004), will be measured.
The note covers the data to be used, its source, availability, validation arrangements, definitions, time period of the measurement and territorial scope. Where a target is not susceptible to quantitative measure, the note sets out what information will be used to ascertain whether or not a target has been met.
