The Treasury today published the Public Expenditure Outturn White Paper (Cm 5243) showing provisional outturn for Departmental Expenditure Limits (DEL) and Annually Managed Expenditure (AME) in 2000-01 including information on individual Votes and running cost limits. The White Paper also includes details of carry forward into 2001-02 under the DEL end year flexibility (EYF) scheme.
The overall position for 2000-01 shows provisional cash outturn for the DEL of £191.059 billion and provisional outturn on an accruals basis of £190.500 billion. At the time of the 2001 Budget £1 billion was carried forward and added to the 2001-02 DEL Reserve. Once firm outturn figures are available we will determine the extent to which the balance of DEL spending is below plans will be carried forward and added to spending plans for future years to fund take up of accrued end year flexibility (EYF) entitlement.

As departments controlled their spending on a cash basis in 2000-01, breaches of control limits will be identified on a similar basis. There was one breach out of a total of 42 DELs, no overspends out of 86 Votes and no breaches out of 17 net and 42 gross running costs limits. Details of the procedures to follow in the case of breaches are given in the White Paper, the introductory pages of which are attached.
The DEL EYF scheme allows departments to carry forward all of their unspent DEL provision plus any EYF entitlement from previous years less any adjustments for any DEL Reserve claims agreed during the course of the year. The scheme is designed to promote improved use of resources and capital by better management of budgets, particularly the prevention of end-year surges in spending. Total entitlements for carry forward into 2001-02 amount to £6,681 million.
