This is the second Efficiency Technical Note (ETN) published by the Treasury. It comprises the technical notes for each member of the HM Treasury group, showing how each organisation plans to deliver its share of the group’s efficiency gains, how the gains are measured and the baseline against which progress towards the target is being assessed.
