Pre Budget 2002

Tax and the environment: using economic instruments

The Government has a clear aim of improving the quality of the environment, both now and in the future, as part of its strategy of achieving sustainable development.

Underpinning this aim, the Government has long-term strategies to tackle the key environmental issues including climate change, improving air quality, regenerating towns and cities, and protecting the countryside and natural resources. Good progress has been made in many of these areas. For example, certain types of air and water pollution have fallen and the UK is one of the few countries which are on track to meet their targets for reducing greenhouse gas emissions under the Kyoto Protocol. Nevertheless, significant challenges still remain in many areas which are crucial to improving the quality of life and delivering an environmentally-sustainable economy.
