Target: Reduce the gap in productivity between the least well performing quartile of rural areas and the English median by 2006, and improve the accessibility of services for rural people

Indicator one: Productivity defined as the aggregate earnings of taxpayers of working age divided by the number of people of working age.

Indicator two: Proportion of rural households within about 800m / 10 minutes walk of a daily or better bus service on weekdays.

Indicator eight: Access to primary care measured by the proportion of rural households within 4km of a doctor's surgery.

Indicator nine: Access to a range of treatments available outside the hospital setting measured by the location of the 100 one-stop primary care centres and mobile service units ('one-stop shops') planned to serve rural areas.

Indicator ten: Proportion of life threatening calls to ambulance services responded to within 8 minutes in rural areas (same standard as in urban areas).

Indicator eleven: Proportion of non life threatening 999 ambulance calls in rural areas responded to within 19 minutes (compared with 14 minutes in urban areas).
