Indicator one:  Percentage of overseas passports issued within 5 working days from receipt of correct fee and correctly completed application.

Indicator two:  Percentage of hospitalised consular cases contacted within 24 hours of notification.

Indicator three:  Percentage of detainees contacted within 24 hours of notification of arrest, and detainee visited as soon as possible thereafter if detainee wishes.
