2005-06 Main Supply Estimates and Supplementary Budgetary Information
The Financial Secretary to the Treasury, John Healey MP, today presented to the House of Commons the Main Supply Estimates for 2005-06. Supply Estimates seek parliamentary authority for departmental spending plans.
The Supply total for net resources for 2005-06 is £435.8 billion and for net capital £14.6 billion. The provision sought is consistent with the spending plans published in the Financial Statement and Budgetary Report on 16 March 2005, the Public Expenditure Statistical Analyses 2005 published on 7 April 2005, and the associated Supplementary Budgetary Information , which is published today alongside the Main Supply Estimates .
The Supplementary Budgetary Information (SBI) booklet provides a read-across between expenditure plans in the Main Estimates and the budgetary information in Departmental Report tables. Departmental Reports will be published over the next few weeks.
Supply Estimates and the budgets behind them operate on a full resource basis. The main budgetary aggregate for public spending remains Total Managed Expenditure (TME). TME is made up of Departmental Expenditure Limits (DEL), which is subject to firm three-year plans and operate as limits on spending at a departmental level, and Annually Managed Expenditure (AME) which, as its name suggests, is subject to annual review as part of the Budget process. Expenditure limits cover both voted and non-voted provision.

1. The Treasury presents the Main Supply Estimates (HC 2) for 2005-06 and the Supplementary Budgetary Information (SBI) booklet are published alongside the Main Estimates as Cm 6489.
2. The Main Estimates for the House of Commons (HC 3), the National Audit Office (HC 4), and the Electoral Commission (HC 5) are being presented separately to Parliament.
