2002-03 MAIN SUPPLY ESTIMATES (HC795) SUPPLEMENTARY BUDGETARY INFORMATION (Cm 5510) AND PUBLIC EXPENDITURE STATISTICAL ANALYSIS (Cm 5401)
Main Supply Estimates which seek funds from Parliament for most central government spending, have today been presented (HC 795) to the House of Commons by the Financial Secretary to the Treasury, Paul Boateng MP . The Supply total for net resources is £290.9 billion and for net capital £14.1 billion.
Provision sought in the Estimates for 2002-03 is consistent with spending plans in the Financial Statement and Budget Report (HC 592) published on 17 April, the 2002-03 Supplementary Budgetary Information (Cm 5510) and the Public Expenditure Statistical Analysis 2002-03 (Cm 5401) which will both be published tomorrow (10 May).
The Supplementary Budgetary Information is a new document published for the first time this year. It provides additional expenditure information for each department to accompany the Main Estimates.
Under resource accounting and budgeting (RAB) the main control aggregate for public spending remains Total Managed Expenditure (TME). TME is the total of Departmental Expenditure Limits (DEL) and Annually Managed Expenditure (AME). DELs are subject to firm three-year plans and operate as limits on spending at the departmental level covering both voted and non-voted provisions, whilst departmental Annually Managed Expenditure (AME) includes more demand led spending and is subject to annual review as part of the Budget process.
Voted expenditure within DEL for resources totals £162.6 billion in 2002-03. This is 56 per cent of total resource supply.
Supplementary Estimates may be presented later in the year. Any increase in TME will be met in the case of DEL by offsetting savings or from the DEL Reserve, so that the overall level of expenditure within DEL is not exceeded. Similarly, AME contains a margin for uncertainty in the forecasting of its components.
Administration costs limits covering expenditure on departmental administration in 2002-03 are announced in the introduction to the Supplementary Budgetary Information. Most administration costs spending is controlled gross, but there are net administration costs limits for certain areas where expenditure and receipts vary in line with demand.
