Operational Efficiency Programme

The Operational Efficiency Programme was launched by the Chief Secretary to the Treasury on 3rd July 2008.

Building on the SR04 Efficiency Programme, which has delivered over £23 billion in savings, and on existing plans to deliver another £30 billion in savings as part of the CSR07 value for money programme, the Operational Efficiency Programme is taking a close look at a number of cross-cutting areas:

  • Back office / IT
  • Collaborative procurement
  • Asset management / sales
  • Property
  • Local incentives / empowerment

The first four workstrands of the programme will draw on valuable private sector expertise. Martin Read, Martin Jay, Gerry Grimstone, and Lord Carter of Coles have been appointed to these advisor roles and will provide and advice and challenge to government to ensure that the Government's plans are as ambitious as possible. The fifth strand will look at how we can go further to encourage front-line professionals and the users of public services to bring forward their own ideas on how to cut waste.

The programme will report at Budget 2009 to inform the Government's value for money framework for the next spending review.
