The Spending Review 2004 White Paper announced that Lynton Barker of the Public Services Productivity Panel was carrying out a study of board governance in executive NDPBs and would publish a report in the Autumn. Lynton Barker has now completed his report.
This report offers a practical framework for the evaluation of board performance, sitting alongside and complementing the excellent work of the Office of the Commissioner for Public Appointments (OCPA) and the Cabinet Office’s extensive expertise in this area.
Drawing on lessons and experience from NDPBs and with the Government’s efficiency and PSA delivery agendas very much in mind, the report focuses on measures to link high-performing boards to excellent organisations and the delivery of quality public service outcomes.
While it focuses on NDPB boards, the report is capable of wider application.
