Consolidated budgeting guidance for 2006-07

Guidance for government departments on the budgeting framework that applies for expenditure control. Note: the changes in the budgeting framework that were announced in the December 2005 Pre-Budget Report (paragraph B.76) to take effect from 2006-07 will be reflected in the numbers for departmental budgets published at the time of the Budget in Spring 2006 - these changes have no effect on the national accounts or the fiscal rules.
