United Kingdom progress report on economic reform 2002: Product and Capital Markets
The "Cardiff Process" emerged from the conclusions adopted at the June 1998 Council under the UK presidency, to analyse the progress of reform in the product and production factor markets using the, and in terms of sustainable development. Progress in this area is assessed through an open method of coordination by examining the Progress Reports on reform in the goods, services and capital markets of the Member States.
