Overview
In September 1991, a military coup in Haiti forced the democratically elected President of the Republic of Haiti, Reverend Jean-Bertrand Aristide, into exile. After the military regime rejected an accord facilitating Aristide's return, the United Nations Security Council adopted UNSCR 841 (1993), imposing an arms and oil embargo, and a freeze of assets controlled directly or indirectly by the de facto authorities in Haiti.
UNSCR 944 (1994), among other matters, proposed the termination of the sanctions set out in UNSCR 841 (1993) to take effect on the day after Aristide returned to Haiti. He returned on 15 October 1994. On the same day, UNSCR 948 (1994) was adopted, effectively lifting all sanctions imposed after Haiti on 16 October 1994.
