Overview

Financial sanctions against Serbia & Montenegro were imposed by the United Nations in May 1992 and suspended in accordance with the terms of the Dayton Peace Agreement in November 1995.

The United Nations lifted financial sanctions in October 1996 with the exception of those frozen under Resolutions 757 (1992) and 820 (1993) which related to assets and funds subject to any claims, liens, judgements or encumbrances, or funds of insolvent persons.

Financial sanctions against any persons in, or resident in, those areas of Bosnia Herzegovina under the control of the Bosnian Serb forces were introduced in September 1994 and terminated in October 1996.

Terminated sanctions against Serbia & Montenegro and the Bosnian Serbs. The sanctions, however, would be reconsidered if any party failed significantly to meet its obligations under the Dayton Peace Agreement on Bosnia Herzegovina. The exception set out in UNSCR 1022 (1995) remained.

Paragraph 5 of the Resolution stated while previous sanctions remained suspended or terminated by a subsequent UNSCR, all funds and assets previously frozen under UNSCRs 757 (1992) and 820 (1993) could be released apart from assets and funds subject to any claims, liens, judgements or encumbrances, or funds of insolvent persons.
Suspension would not apply to measures imposed on the Bosnian Serb party until certain conditions were met.

Condemned the Bosnian Serb party for refusal to accept territorial settlement. Imposed financial sanctions against any person in, or resident in, those areas of Bosnia Herzegovina under the control of the Bosnian Serb forces.
