Paying a fairer share: a consultation on residence and domicile

In the recent Pre-Budget Report the Government closed the review of the residence and domicile personal tax rules by announcing a package of reforms.

On 6 December 2007 the Government published a consultation document which contains further detail on these changes, and invited views on how these changes will be implemented.

It consulted on whether there is a case for any further changes to the rules on the treatment of non-domiciles to be considered and seeks views on whether proposals have merit and whether the Government should consider pursuing them.

The consultation ran until 28 February 2007.

HMRC have now published draft clauses for the measures announced at the Pre Budget Report. These clauses can be found at http://www.hmrc.gov.uk/cnr/res-dom-tax-amends.htm. Please send your comments on the clauses to HMRC. While the main consultation closed on 28 February, HMRC will accept comments on the clauses after this date.

Following the Budget 2008 confirmation that the Government intends to implement the reforms to the residence and domicile personal tax rules proposed in PBR 2007, the Government has now published a summary of the public responses to Paying a fairer share: a consultation on residence and domicile alongside a summary the Government's response to the consultation.
