The Payment Services Directive: a consultation document

HMT is conducting a consultation on the European Commission's proposal for a Payment Services Directive, which was adopted by the European Commission on 1 December 2005. The European Commission believes that the development of a well functioning internal market in payment services is important to the growth and competitiveness of the European economy.

The proposed Directive harmonises the regulatory regime for payment services across EU Member States and introduces a new EU-wide licensing regime for "Payment Institutions", allowing non-bank payment service providers to offer their services EU-wide on the basis of a license obtained in any one EU Member State.

This consultation document sets out the background to and outlines the content of the Directive. It contains a Partial Regulatory Impact Assessment (PRIA) and poses a number of questions to which interested parties are invited to respond. The purpose of this consultation is to seek stakeholder views on the UK's approach to negotiating the Directive. Work on the Directive is currently underway in the Council of Ministers and the European Parliament.
