Business Angel-Led Enterprise Capital Funds: a consultation on proposed changes to the Regulated Activities Order
‘Bridging the finance gap: next steps in improving access to growth capital for small businesses’ announced the Government’s intention to launch a pathfinder round of Enterprise Capital Funds (ECFs). One of the objectives of the pathfinder is to test the appetite for ECFs amongst groups of business angels seeking to manage their own funds.  Recognising that regulatory compliance costs may discourage groups of angels from submitting bids for ECFs, this consultation proposes to exclude business-angel led ECFs from having to be authorised by the Financial Services Authority when carrying out certain activities under the Financial Services and Markets Act 2000 (Regulated Activities) Order 2001.

Updating the accounting framework for friendly societies: a consultation document
HM Treasury welcomes views from respondents on its proposals for handling of the EU Regulation on International Accounting Standards and the Modernisation Directive for friendly societies.

Morris Review of the Actuarial Profession
On 8th March 2004, in response to Lord Penrose' report of the Equitable Life inquiry, Ruth Kelly MP, Financial Secretary to the Treasury, announced an independent review into the actuarial profession, to be conducted by Sir Derek Morris. The review's consultation considers the role of actuaries, the profession and the actuarial services market; the current regulatory framework of the profession and the roles and responsibilities of the Government Actuary's Department.

Hampton Review of regulatory inspection and enforcement
The Chancellor announced the Hampton Review in Budget 2004. The review is looking at all interactions between business and regulators, from form-filling to enforcement action, through inspection and licensing.

UK Implementation of the EU Market Abuse Directive
A joint consultation document by HM Treasury and Financial Services Authority (FSA) on proposals for UK implementation of the EU Market Abuse Directive. The Directive sets out a common framework for tackling insider dealing and market manipulation in the EU.

Consultation on "stakeholder" saving and investment products regulations  
This consultation sets out the Government’s proposed regulations for the stakeholder suite of simple, low-cost, risk controlled savings and investment products.  This is the final stage in taking forward one of the principal recommendations of the Sandler review of retail financial services, which was published in July 2002.

Management of Risk - Principles and Concepts
In 2001 the Treasury produced "Management of Risk - A Strategic Overview" which became know as the Orange Book.  The "Orange Book" has now been re-written to reflect current thinking and best practice in risk management.

Supporting young people to achieve: towards a new deal for skills
As part of the review of financial support for 16-19 year olds, the Government is seeking views on short and long-term proposals to ensure all young people have the support and incentives they need to participate in education and training.

Promoting more flexible investment in property: a consultation
A consultation on how the structure of a new Property Investment Fund might be developed for the UK. It responds to concerns that barriers in the tax system may be contributing to distortions in the market for property investment, resulting in poor liquidity, barriers for smaller investors entering the market and high debt financing levels, all of which may be hindering progress towards a more stable and efficient market, better able to support the Government’s economic objectives.

Financial Services and Markets Act two year review: changes to secondary legislation
The proposals in the consultation document are part of the two year review of FSMA.  There are three strands to the review.  First, an assessment of the impact of FSMA on competition in financial services.  Second, changes to aspects of the FSA's practices and possible changes to the Financial Ombudsman Service.  Third, changes to the boundary of regulation.  The consultation document contains our main proposals for implementation of the third strand.
