Modernising the arrangements for registration and transfer of British Government Stock: Consultation response

In November 2002 HMT issued a consultative paper seeking views on a proposed model for a re-engineered gilts registration service, based on the removal of paper from the system, replacing certificates with a statement and ensuring transfer of title through the Crest system. It considered the legislation required to put these changes into effect, and sought views on the costs and benefits to market participants.

The consultation finished in January 2003 and in the light of the responses received, this consultation response explains the changes that have been made to the original model put forward for consultation. It also provides the detail of the new model for gilts registration.

The response is available below in Adobe Acrobat Portable Document Format (PDF). If you do not have Adobe Acrobat installed on your computer you can download the software free of charge from the Adobe website. For alternative ways to read PDF documents and further information on website accessibility visit the HM Treasury accessibility page.
