Consultations on Modernisation of Accounting Directives/ IAS Infrastructure and on Use of Fair Value Accounting for Building Societies

13 December 2004

Three pieces of EU accounting legislation have originated from the European Commission in recent years which require implementation for building societies. These are:

In September 2003, HM Treasury launched a consultation document on proposals to implement the Fair Value Directive for building societies. This was followed by a further consultation in March 2004, published by HM Treasury and the Department for Trade & Industry, on proposals to give effect to the EU Regulation on International Accounting Standards and to implement the Modernisation of Accounting Directives.

These accounting changes have been collectively implemented across two statutory instruments. The Building Societies Act 1986 (International Accounting Standards and Other Accounting Amendments) Order 2004 was laid on the 12 October 2004. This was followed by the Building Societies (Accounts and Related Provisions) (Amendment) Regulations 2004 which was laid on 6 December 2004.
