This report covers pre-April 2009 arrangements under section 228(1) of the Banking Act 2009. It is not a requirement under the Act, but was subject to a commitment made by the Financial Services Secretary to the Treasury during the passage of the Banking Bill through Parliament, to report on pre-April spending and commitments which could require reliance on section 228(1).
