Working towards a new relationship
A consultation on priorities for reducing the administrative burden of the tax system on small business
The integration of the Inland Revenue and HM Customs and Excise creates an opportunity to deliver real benefits for small businesses. This paper sets out some of the steps already being taken to reduce the administrative burdens of tax on small businesses and to improve the relationship they have with the tax authorities. The paper also describes future developments and asks small businesses, their representatives and advisers for their views on priorities.

Making the new relationship a reality
"Making the new relationship a reality" is HMRC's response to the views expressed in the Budget 2005 consultation "Working towards a new relationship", which sought opinions on what HMRC's priorities should be to reduce the administrative burden of the tax system on small business.
The responses received from businesses and their representatives were consistent with HMRC's vision for a modern tax authority, in which businesses will:
- provide information only once;
- spend less time dealing with inspections;
- benefit from a range of flexible payment options;
- enjoy a single point of contact with HMRC; and
- benefit from clear and targeted support, education and guidance at the time they need it most.
