Devolving decision making: 2 - Meeting the regional economic challenge: Increasing regional and local flexibility

As part of the Devolving Decision Making Review, regions and local authorities were asked for their views about progress in delivering genuine devolution in policy-making responsibility.

This paper looks at the delivery challenges facing institutions and policy makers at the regional and local level, and responds to the representations from the regions about the barriers to effective devolution of responsibility to sub-national institutions. This paper analyses historic and recent trends in regional economic performance and assesses progress in addressing regional disparities in productivity and employment. Against this background, the paper takes stock of progress in building effective regional and local institutions and describes how the Government proposes to develop further the framework to ensure that regional and local institutions have the flexibilities they need to achieve their ambitions.
