Comprehensive Spending Review

The Comprehensive Spending Review (CSR), which concluded in July 1998, involved a thorough review of departmental aims and objectives and a zero-based analysis of each spending programme to find the best way of delivering the Government’s objectives. It was the first time a spending review on that scale had been attempted in the UK.
