Finance Bill 2002: EXPLANATORY NOTE

CLAUSE 20:  CALCULATING CYLINDER CAPACITY OF VEHICLES

SUMMARY

1. Clause 20 extends the powers of the Secretary of State to make regulations to calculate the cylinder capacity of all vehicles.

DETAILS OF THE CLAUSE

2. Subsection (1) provides that the Secretary of State shall have powers to make regulations governing the calculation of cylinder capacity of vehicle engines.

3. Subsection (2) provides that existing powers for the Secretary of State to make regulations governing the calculation of the cylinder capacity of motorcycles in paragraph 2(4) Schedule 1 and in a consequential amendment of the Vehicle Excise and Registration Act 1994 shall be removed.

4. Subsection (3) provides that any regulations made under that existing power shall have effect on Royal Assent as if they had been made under the new power under Subsection (1).

5. Subsection 4 provides that those regulations may be revoked, amended or annulled using the new powers granted by Subsection (1).
