A38 Kennford to Exeter Racecourse
The Project
The scheme was located on the A38 between Kennford Village and Exeter Racecourse. The section was 1.49 miles (2.4 kilometres) in length and falls between Splatford Split (where the A380 leaves the A38) and the entrance to the Haldon Forest Diner, adjacent to Exeter Racecourse. It incorporated the 3 lane section of carriageway climbing up Haldon Hill.
The work consisted of resurfacing the westbound carriageway with associated central reserve and nearside verge works included;
- Upgrading the safety barrier
- Extensive repairs to the drainage system
- Refurbishment of the existing filter drain
- Replacing/upgrading the signs and road markings
- Repairs to the concrete kerb
The project began on 21st September 2009 and was completed in December 2009.
Traffic Management
In order to minimise disruption to traffic, the majority of the work was carried out overnight (8.00pm to 6.00am). Traffic management consisted of various lane and carriageway closures on both east and westbound carriageways. During part of the works westbound traffic was diverted onto the eastbound carraigeway, and eastbound traffic was directed down the old A38 (Old Haldon Hill).
However, although the road was returned to traffic each day, it was not necessarily up to full standard, and the 50mph speed limit, which was enforced using average speed cameras, and remained 24/7 throughout the contract.
