The Project Control Framework
On 1st April 2008 we launched the Project Control Framework. The Framework sets out how we, together with the Department for Transport, manage and deliver major improvement projects.

History of the Project
Entry into the Targeted Programme of Improvements, now known as the Programme of Major Schemes, was announced in December 2002.
Following Public Consultation in March 2003, 97% of respondents supported the scheme in principle and 90% supported the published scheme proposals. The proposals received endorsement by the Secretary of State through Preferred Route Announcement in Dec 2003. CVC Highway Solutions was appointed as the Highways Agency's Contractor in April 2004 to progress the scheme through to construction.
Draft Orders were published in June 2005 and were exhibited in Haydon Bridge on 30 June, 1 July and 2 July 2005. Over 300 people attended the exhibition and the vast majority were fully supportive of the current proposals.
A Public Inquiry was held in Haydon Bridge on the 25th and 26th of April 2006.
The Secretary of State's decision to make the Orders containing the proposals for the project was published on 26 September 2006. The Orders were made on 27 September, coming into force on 20 October 2006.
In December 2006 the Highways Agency gave its Contractor Notice to Proceed to Construction, and Notices to Treat and Enter were served upon landowners and tenants before Christmas. Land entry was secured on 8 January 2007, and some advance works also started in January 2007.
A Start of Works Exhibition was held on 19 and 20 January 2007 in the Haydon Bridge Community Centre.
