Highways Agency Chief Executive Graham Dalton said:
 
"We welcome today’s publication, and thank Alan Cook for his clear and comprehensive report and recommendations. It is now for the Secretary of State to give the report her consideration. We await the outcome and look forward to working with the Secretary of State and her Department in due course."
