HD 42/05 Non-Motorised User Audits

The Highways Agency considers the needs of non-drivers at all stages of trunk road projects and has developed a mandatory audit process so that conditions for non-drivers are not made worse, and if possible improved, as a result of a road scheme being carried out. It describes the stages at which the Agency should carry out NMU audits and the procedures to be followed, as well as guidance on the issues of possible concern to non-motorised users.
