Changes to the TIM Team

Some readers of the Bulletin will be aware of the organisational changes which have come into effect within the Highways Agency since 1st February 2010. These changes have had a significant impact on what was the Network Operations Directorate, which was responsible for the Traffic Officer Service and the Highways Agency's service providers.

The changes which have been made have led to the following:

  • A new Traffic Management Directorate (TMD) being established, which includes the seven Traffic Officer Service regions, a national group including the National Traffic Control Centre (NTCC), Highways Agency Information Line (HAIL) and National Incident Liaison Officer (NILO) and centralised support for Traffic Officer operations.
  • Network Operations has been developed into an asset management directorate that focuses on regional and stakeholder relations, maintaining the asset, and developing the network. The directorate has been renamed the Network Delivery and Development Directorate (NDDD).
  • The Information Directorate (ID) has been disbanded with its customer facing aspects transferring to the TMD.

There has also been other changes which have been made to the structure of the Highways Agency which impact upon their core support functions, such as Human Resources, Communications and Information Communications Technology (ICT).

Why have these changes been made?

These changes have been made to enable the Highways Agency to build its traffic management and asset management services. TMD brings together some of the key customer-facing functions, such as traffic information, active management of traffic flows and incident response.

The NDDD will focus on the management of the Highways Agency's supply chain, primarily its service providers. This will promote stronger integration between Area Performance Teams (APT) and service providers, with greater reliance on more intelligent and effective approaches to managing the network.

How does this impact the TIM team?

The TIM team will continue to deliver focused incident management improvement initiatives across the full range of incident responders, e.g. police, traffic officers and service providers. However, the TIM team's current project portfolio has been divided to reflect the change in roles of the two new Highways Agency's directorates; TMD and NDDD.
