Under the new structure, the offices of the London Regional Offender Manager (ROM) and the Prison Service London Area Office merged to form the London Area Offender Management Office (LAOMO) under the leadership of the Director of Offender Management (DOM), Nick Pascoe.
The London Resettlement Strategy was launched at HMP Wormwood Scrubs on 20 September 2005 by Baroness Scotland. This was the first stage in developing a reducing re-offending plan for the capital. The Strategy is developed by a multi-agency senior level partnership board. It sets out how service providers will work closely together to improve resettlement provision by meeting the individual needs of prisoners in a coordinated and joined-up way to help integrate them back into the community and stop re-offending.
The Reducing Reoffending in London consultation document was published on October 8 2008. It sets out the proposed priorities for the London Director of Offender Management and the partnership led by the Regional Director of Government Office for London for the delivery of Prison and Probation services in the capital, and the joint work to reduce reoffending.
The Borough Offender Profile Report uses data from the London Initial Screening and Referral (LISAR) tool used in London prisons, and the Offender Assessment System (OASys) to generate a profile of offenders from London and from individual London boroughs. The report is based on available data, and sources are identified throughout. Much of the data arises from self-reports from prisoners during a short interview on reception into custody.
