Public sector pensions

The Government Actuary's Department acts as an actuarial consultancy, providing advice to many of the public service pension schemes, including those for civil servants, NHS staff, teachers, the armed forces and miners. Its work in this field covers nearly three million public service workers who are members of pension schemes. Pensions advice is offered to government departments, the wider public sector, some private sector employers, and to some overseas public sector employers.

Occupational pensions consultancy services

A full range of occupational pensions consultancy services is offered. The Government Actuary's Department's experience over many years of a wide range of pension issues has allowed it to develop specialised expertise in all areas of pensions policy and financial management. All of GAD's actuaries working in this field have 'Scheme Actuary Certificates', the practising certificates issued by the Faculty and Institute of Actuaries to pensions specialists. GAD's pensions services include:

  • the valuation of the liabilities and assets of pension schemes
  • the effect of legislation on occupational pension schemes
  • pension scheme design
  • investment policy
  • member communications
  • annual reporting
  • stochastic asset liability modelling and cashflow modelling
  • computerised systems for pension calculations
  • scheme restructuring
  • GAD advises employers on the pension implications of staff transfers from the public to the private sector

The actuarial reports produced by the Government Actuary's Department for public sector pension schemes which are publicly available should be obtained from The Stationery Office. These include actuarial valuation reports for the NHS Pension Scheme and the teachers' pension schemes.
