What are Non Departmental Public Bodies?

There are three types of Non-Departmental Public Bodies (NDPB).

Executive bodies: which between them carry out a wide range of operational and regulatory functions, various scientific and cultural activities and some commercial or semi-commercial activities.

Advisory bodies: which are usually composed of a group of experts in a particular sphere advising the government on one narrow issue.

Tribunals: which, as their names suggest, have a judicial or quasi-judicial function.

ECGD is responsible for one Non-Departmental Public Body (NDPB); The Export Guarantees Advisory Council (EGAC).

Export  Guarantees Advisory Council

The Export Guarantees Advisory Council (EGAC) is a statutory body which advises the Secretary of State on ECGD’s operations, with a specific duty (for historical reasons) to provide advice on matters related to the provision of reinsurance to the private sector.

In practice, the EGAC primarily concerns itself with providing advice to ECGD and its Ministers on the policies applied by ECGD in the conduct of its business which stem from its Statement of Business Principles:

•  ECGD in Business,

•  Sustainable Development and Human Rights, Developing Countries,

•  Business Integrity and

•  Transparency (including the application of the Freedom of Information Act).

Appointments to EGAC

ECGD is committed to appointments to EGAC being made on merit.

Public appointments are made by Ministers and include the positions of Chair and Board members.

Ministerial appointments to EGAC are made in accordance with the Code of Practice of the Commissioner for Public Appointments more commonly known as the OCPA Code.

The role of the Commissioner is to regulate, monitor, report and advise on the way in which Ministers make appointments to the Boards of public bodies.
