Progress against Spending Review 2002 targets

Part 1: Children

The Department’s PSA objective in respect of children is to ensure the best start for all children and end child poverty by 2020. The Department has two PSA targets to support the delivery of this objective.

With 600,000 fewer children in relative low income than in 1997, on a before housing costs basis, and 700,000 on an after housing costs basis, progress continues to be made towards halving child poverty by 2010.

Over six million families are benefiting from the New Tax Credits and in April 2004, the child element of the Child Tax Credit was increased by £180 to £1,625 a year, equivalent to a weekly increase of £3.50, benefiting 7.2 million children.

In addition to the range of services provided by Sure Start local programmes, there is now a registered childcare place for 1 in 4 children under the age of 8 compared with 1 in 8 in 1997.
