Local authority Customer Information System Learning Pack
The section provides Local Authority (LA) staff with access to the Local Authority Customer Information System (LA CIS) learning pack.
This consists of:
- Two e-learning packages,
- A suite of supporting deskaids,
- Forms and documents, and
- LA CIS Guidance.
Facilitator role
Both e-learning packages are designed to be self-study. However, it is recommended that a dedicated training coordinator/facilitator is available to support the trainee(s) and answer any technical or procedural questions raised.
Any local procedures that are to be adopted by your LA (such as where guidance will be located, how test checks will be performed, what the ETD process will be) should be conveyed to trainees.
E-Learning - Version 4
There are two presentations to choose from for LA staff on the use of CIS. The first presentation is for staff who will be accessing CIS to view customer information and/or produce ETDs. It should take approximately 3 hours to complete. The second presentation is for LA staff who will perform the Secure Print Officer (SPO) role. It should take 90 minutes to complete.

LA CIS Guide
The LA CIS guide sets out the procedures to follow to minimise security incidents and provide procedures should an incident occur. The guide also provides details of:
- How LAs will access the Customer Information System,
- How to use the CIS, and
- What security procedures must be followed when using CIS.
The Senior Responsible Officer(s) for the LA with responsibility for the secure handling of DWP information and the secure operation of access to the CIS must ensure all relevant LA staff read and follow this guide. It must be used in conjunction with the CIS/e-SEF Memorandum of Understanding (MoU) between DWP and LAs and the CIS training material.
This guide is to be used by:
- Managers,
- LA staff, and
- Local Authority Support Team in DWP
The term ‘LA staff’ is intended to cover a range of people who require legitimate access to CIS to administer Housing Benefit / Council Tax Benefit. See MoU for definition.
