UK Government White Paper on Post Office Reform
The Government's White Paper on Post Office Reform ("Post Office Reform - A World Class Service for the 21st Century"), published in July 1999, is the document in which the Government's plan for a new framework for the UK postal services sector was first set out. It detailed the way in which Government sought to set the agenda for a modern UK Post Office operating in a global market place, providing high quality services to every user in the country. It also described the way in which Government would ensure that postal services in the UK would develop in such a way that all businesses and individuals could be confident of having the communication services needed to prepare for the future. Key areas covered included:

improving postal services for business and domestic customers;

maintaining a universal service postal delivery throughout the UK at a uniform tariff;

establishing a clear and accountable relationship between the Government, the Royal Mail Group, the Regulator and the Consumer Council;

equipping the UK Post Office to meet the challenges of the changing postal market, both domestically and internationally and, as Government would be sole shareholder, to see it rise to those challenges;

supporting a viable network of post offices so as to ensure nationwide access to a range of public and private services.
