The
key responsibilities of the Royal Mail and, as appropriate, its
subsidiaries are:

to provide the universal postal service within the United Kingdom;

prepares and presents to the Government its strategic plan. The plan includes key financial projections (especially the profit and loss forecast and the need for borrowing), an overview of strategy and an analysis of major risks. It also sets out the company's investment proposals and partnership intentions (while continuing to meet the universal service obligation and the agreed service standards set by the regulator);

within this framework, seeks to manage the business in a way that maximises the performance and the value of the business whilst at the same time meeting all agreed consumer, social and environmental objectives;

monitors progress against the strategic plan and reports to Government and the regulator on the achievement of its targets so that the overall performance of the organisation can be monitored;

maximises the shareholder value of the organisation (subject to its other obligations) and achieves financial targets as discussed with the Government;

ensures that investments are made within the framework agreed with the Government, examining the prospect for forming partnerships and alliances with other organisations, determining the organisation's market focus, and ensuring that it has the necessary management experience;

sets the prices of its services - subject to the requirements of the regulator;
-
negotiates the details of pay settlements, within the guidelines given, and makes arrangements for incentives as regards the workforce;

manages the post office network.

Background
At
midnight on 25 March 2001, the property, rights and liabilities of the Post
Office were transferred to Consignia Holdings plc - a company wholly-owned by
the Crown and nominated for this purpose by order of the Secretary of State.
Consignia Holdings plc was the company described in the Postal Services Act 2000
as "the Post Office company". Immediately prior to this transfer the
business of the Post Office was hived-down to a wholly-owned subsidiary of the
Post Office under a scheme made under section 60 of the British
Telecommunications Act 1981, and ownership of this subsidiary (Consignia plc)
then passed to Consignia Holdings plc at midnight. It is the subsidiary,
Consignia plc, which holds the licence for
providing the universal service. It should be noted that Post Office Limited
(The Network arm of the business) is a subsidiary of Consignia plc.
On the 4 November 2002 Consignia Holdings plc renamed
itself Royal Mail Holdings plc - and the operating subsidiary, Consignia plc,
was renamed Royal Mail Group plc.
