Free postal Services for the Blind & partially sighted

Under Section 41(1) of the Postal Services Act 2000, the Secretary of State submitted a direction to the Postal Services Commission (Postcomm) on the 14th March 2001 to include in any licence issued to a postal operator who is licensed to provide a universal postal service the requirement that the licensee should provide free postal services for blind and partially sighted people in line with the submitted direction.

However, before this licence condition comes into force in a licensee's licence the Secretary of State is required to make a further direction to Postcomm under section 41(2) of the Act (requiring Postcomm to bring the licence condition into force and notify the licensee of this fact). To-date no such direction under section 41(2) has been issued. A direction under section 41(2) will only be issued if it is felt that there is a danger that the arrangements that are currently being supplied are not providing an adequate service.

At present Royal Mail (currently the only licensed operator with a licence requirement to provide a universal postal service) is considered to be providing a perfectly acceptable free articles for the blind service under the formal framework set out in Article 21 of its Inland Letter Post Scheme 2001.
