Nuclear Non-Proliferation Policy Unit

The Nuclear Non-Proliferation Policy Unit holds the DTI interest in policy relating to non-proliferation of nuclear weapons. The UK’s obligations in this area stem from the nuclear Non-Proliferation Treaty (NPT). This is subject to a rolling 5-year review process, for which the Unit contributes to the UK position. However, the majority of the Unit’s work falls into two main areas related to the NPT: the International Atomic Energy Agency (IAEA) , and nuclear-related Export Controls.

DTI provides the UK member on the Board of Governors of the IAEA. Due to the importance the UK attaches to the IAEA’s role in non-proliferation, the Non-Proliferation Directorate provides the UK Governor, currently Miss Susan Haird, Director Export Control and Non-Proliferation. XNP2a leads on IAEA general policy and financial issues, and co-ordinates briefing for meetings of the Board of Governors and the General Conference (seeking input from those who lead on the technical areas of IAEA work). The Unit provides the UK Liaison Officer and acts as the UK point of contact for the IAEA for all issues including specialist meetings and IAEA job vacancies.

The Nuclear Non-Proliferation Policy Unit has the policy interest in DTI for the nuclear export control regimes, the Zangger Committee and the Nuclear Suppliers Group, which provide the basis for the UK’s export controls. The Unit contributes to development of the UK position on these regimes and to ensuring that the UK fulfils its commitments under them: the Unit provides advice on nuclear-related export licence applications (ELAs), co-ordinates advice on these ELAs from other Government departments, and ensures that the UK’s nuclear export reporting obligations are met.
