Further investigation of the benefits of a child resistant lighter Standard

This report has been prepared by National Economic Research Associates (NERA) on behalf of the Consumer Safety Unit (CSU) at the Department of Trade and Industry (DTI).

It focuses on a specific issue which was identified in our earlier review of the costs and benefits associated with a compulsory standard requiring disposable and semi-disposable cigarette lighters to be Child Resistant (CR)1.

During the course of this first study, concerns were raised that lighter-users might find CR lighters cumbersome and difficult to use and that, as a result, some might switch to using matches. Depending on the relative risks (in terms of accidental fires, injuries and deaths) associated with non-CR lighters, matches and CR lighters, the effects of such a shift could significantly reduce or even eliminate the benefits associated with a CR lighter standard 2 .
