EU Better Regulation

DTI is at the forefront of the Government drive for better EU law, in line with Lisbon goals - in collaboration with The Cabinet Office and Treasury.

Our priorities are to ensure rigorous assessment of the impacts on competitiveness of all new EU proposals through improved impact assessments; and to drive forward simplification of EU law.

DTI is working closely with other Member States. The 6-Presidency statement
on Advancing Regulatory Reform in Europe was issued jointly in December 2004 by UK, Irish, Dutch, Luxembourg, Austrian and Finnish Governments. And better EU regulation was a key theme of the UK Presidency in second half of 2005.

DTI is also pursuing better consultation; alternatives to regulation; repeal or withdrawal of unnecessary EU regulations; measurement of administrative burdens; and the review of implementation and outcomes, including phased implementation where possible.

EU Horizon Scanning - European Commission Work Programme 2006

The Commission publishes its annual work programme containing the planned major legislative and policy initiatives at the start of each calendar year on its website.

The European Commission’s 2006 Work programme includes links to the published roadmaps for each expected proposal. These roadmaps are a relatively new Commission initiative, designed to give stakeholders an overview of what each proposal will seek to achieve; what the policy options are; what impact assessment work is planned; and, crucially, what consultation with stakeholders is foreseen and when. The UK fully supports this initiative. It brings greater transparency to the EU policy-making process and provides an all-important ‘heads-up’ to stakeholders.

To help with the roadmaps we have provided translations where necessary and a glossary of commonly used terms. In addition, each roadmap’s reference number indicates the EU Commission Directorate General responsible (e.g. for the  2006/MARKT/002 roadmap, MARKT means the Internal Market Directorate General). We have provided a list of all Directorates General with links to their websites. (see links below).
