European Business Test Panel (EBTP)

The European Business Test Panel (EBTP) is a Commission initiative to help improve and develop the important consultation links with business throughout the Community as it implements it’s ‘Better Regulation’ Action Plan of June 2002. This is a key element of the European Union’s drive of making Europe the best place to do business in the world.

The EBTP is based on a pan-European panel consisting of up to 3,000 selected businesses drawn from a wide range of sectors and sizes, located throughout the Community. Consultation takes place over the Internet to allow for rapid and efficient returns and speedy delivery of results to members. Each consultation should take no longer than 10 minutes.

Through the EBTP, businesses have the unique opportunity to give their views on the possible positive and negative impact of new proposals on their operation, in other words businesses can indicate the extent to which such proposals will generate or reduce costs, administrative burdens, red tape and improve the environment in which they operate. Businesses that become members of the EBTP will be also given the opportunity to provide their views on how current legislation operates and how it might be simplified.

These views will be fed into the policy-making process and policy makers are committed to taking them into account when finalising their proposals. Panel members will receive feedback on the views expressed during each consultation as well as explanations to what follow-up has been given to them.

The Commission aims to conduct 6-8 consultations a year on measures, which are expected to have a significant impact on their operations. Examples include proposals dealing with environment and environmental standards, working conditions, technical rules and distribution and marketing of specific products or financial services.

UK Standing Panel

We are currently recruiting businesses to join the UK Standing Panel for the EBTP. The Commission (EUROSTAT) has drawn up a Matrix for each Member State setting out the number of businesses by sector and size required to ensure that the panel is statistically representative of businesses, including very small companies.

If you want to register as a member, all you have to do is register on the Commission web page. Providing your details match the profile of the Matrix, your registration will be validated by national co-ordinators and you will be given a login and password for consultation.

The EBTP is managed by the Commission and Member States. Each Member State has a national co-ordinator working closely with organisations for the setting up and maintenance of the Panel at a national level. The UK’s co-ordination unit is located in the Department of Trade and Industry’s Europe and World Trade Directorate. Further information can be found on the Commission's website

There is a possibility that the number of applications received may exceed those required to match the Matrix. In such cases we will validate applications in order of receipt and add additional companies to a reserve list.
