
DTI Five-Year Programme
The DTI
Five-Year Programme launched by Patricia Hewitt in November 2004
sets out the DTI programme for better regulation for the
next five years
The core commitment is to reduce
by £1 billion the burdens on business arising from DTI regulations,
over the lifetime of the Five Year Programme.
This is to be achieved through
a variety of activities aimed at reducing regulatory burdens
on business including the following:
- Departmental culture
change: stronger incentives for civil servants to deregulate
and maximise deregulatory impact of policy initiatives,
- Common
commencement dates introduced across Whitehall within
the lifetime of the Programme
Explore, alongside
the Better Regulation Task Force, the ‘one in one out’
principle for new regulations; target administrative
burdens and, drawing on recommendations of Hampton Review
of regulatory inspection and enforcement, work with
the Small Business Council to identify new ways to simplify
and reduce paperwork burdens placed on small business
from government forms, mail-outs and requests for business
information.
- Deliver the Regulatory
Reform Order programme with a new drive on deregulation
and simplification and consider, with Cabinet Office,
the case for reforming the Regulatory Reform Act 2001,
to allow more Regulatory Reform Orders to be delivered.
- Extend successful
“VIPER” approach to industry consultation in other sectors,
- Launch automated service
through the Business
Link Website to notify users of any new
or changed regulation that is relevant to their business,
- Reform company law
so it is simpler for smaller companies and less burdensome
for all.
- Prime Minister’s Panel for Regulatory
Accountability to vet the implementation of all major
regulatory proposals to ensure there are compensatory
deregulatory measures; and all new EU Directives, to
ensure light-touch regulation is adopted where possible
and prevent ‘gold-plating’.
- Drive forward EU Better Regulation in line with Lisbon
goals, focusing strongly on rigorous assessment of competitiveness
impacts and simplification of EU law
