The EU Dual-Use Regulation is part of European law and is directly applicable in all EU countries.
The Regulation contains a number of Annexes which describe Dual-Use items by their performance characteristics. The requirement for an export licence for those items meeting the performance characteristics is determined by the Articles in the Regulation.
Dual-Use items are goods, software or technology (documents, diagrams etc) which can be used for both civil and military applications. They can range from raw materials to components to complete systems, eg aluminium alloys, bearings, or lasers. They could also be items used in the production or development of military goods, eg machine tools, chemical manufacturing equipment and computers.
The EU introduced legislation for the control of exports of dual-use items and technology in 2000. The first EC Dual-Use Regulation was published in that year. Amendments to the 1334/2000 Regulation are generally made on an annual basis.
The first part of the list below refers to the text as originally published in the Official Journal of the European Communities, of the Regulation and amendments, and of the Joint Action that you may need to consult if you are making exports of dual-use items and technology.
For completeness we have provided in the second part of the list an archive of the amendments to the Regulation that no longer need to be consulted on a day-to-day basis.
