Goods Checker: New Web-based Search Tool

A web-based search tool called Goods Checker has recently been launched by the  DTI's Export Control Organisation.

Goods Checker helps exporters decide whether their goods, software or technology are controlled by UK or EC strategic export control legislation.  By entering keywords that describe their goods, the exporter can search against the current UK Strategic Export Control Lists to find the Control List entry, or entries, which apply.

If a match is found, the results show the Control List text that could apply, often with pictures and the reasons for control, which the user can then compare against their own goods. If the goods are on one of the lists, the exporter will need to find out what licence coverage is required before the goods, software or technology can be exported. Click onto the Goods Checker link in the right hand column. 

Users must register before they can use the search functions.  It is a very simple process and will only take a few moments.  A few minutes after registering you will be emailed a password.  You can look at various aspects of the Good Checker without registering or logging in, eg What it's About, How it Works and Quick Help, which is a short user manual that gives guidance on how to use the tool.

If you are unable to find your goods, software or technology in the lists using Goods Checker, it does not mean that they are not controlled.  You may not have run the correct search or may be searching on the wrong type of keyword eg a product brand or trade name.  End-Use controls can also apply to goods that are not listed.  Some guidance on making effective searches is given in Quick Help.

OGEL Checker
This is the name of a second Checker Tool which gives the exporter the means to find out whether a particular Open General Export Licence (OGEL) might meet their needs and which was launched in June 2006.

The basic principle behind it is that once exporters know the 'rating' (ie the Control List entry reference in the UK Strategic Export Control Lists) of their goods, software or technology and the country they will be exporting to, they may be able to use a particular Open General Export Licence.  OGEL Checker will help users identify OGELs that can be used if all of the conditions can be met.
